@juanromerodominguez thank you)) I was able to log in to the system, and indeed, after disabling the extension, everything started working — apparently, there was something wrong with it, which is why some functions weren’t working.
With the extension enabled, everything works like this.

@tlmurray The “Speed Dial” folder can have multiple subfolders, but those subfolders can’t have any folders. As in, you can only go one level deep.

Let me share my two cents how I've solved this problem.

The issue is that new snap versions of opera lack libqxcb.so/libqwayland*.so/others qt plugins in snap container. These plugins are installed in main OS at /usr/lib/x86_64-linux-gnu/qt5/plugins/platforms/ path but they are inaccessible from recent opera snaps for some reason. Older snaps do not have any problems with them.

Quick-and-dirty fix I use (for xcb variant):
mkdir ~/snap/opera/qt5-hack/platforms/ cp /usr/lib/x86_64-linux-gnu/qt5/plugins/platforms/libqxcb.so ~/snap/opera/qt5-hack/platforms/ QT_PLUGIN_PATH=/home/user/snap/opera/qt5-hack opera
And voila! - opera works again.

Proposed better solution: either ship these plugins in snap or connect to kf5_core snap.

So… My assumption was right: I got the chrome extension (of LastPass) on Windows and the opera extension on Linux.
On Windows, I removed the chrome extension and installed the opera extension.
And now… I notice the synchronization icon that I never saw before. So I think that, indeed, there were a synchronization issue!
I'll see in the next if I still have some troubles when switching from one instance to the other!

I think I can answer my own question.

The Local State file in the profile directory has a field called country. I was able to change which settings were shown by changing the country.

I have no idea how this was initially set--presumably one of the options you mentioned.

New Opera's flag (in Stable channel) #ipfs - enabled by default (ready to use)
When enabled, the browser will handle navigations to ipfs:// and ipns:// URLs with the help of an IPFS gateway, contacted over HTTPS.
When disabled, the browser has no special handling for ipfs:// or ipns:// URLs and by default defers their handling to the underlying platform.

Some changes, fixes and improvements:
- DNA-92338 [Search tabs] the preview isn’t updated, when the tab from another window is closed.
- Two crash fixes - more info in the change log.

Chromium is updated to 89.0.4389.128, that provides also important security fixes.
