Before posting, some required (mandatory) steps
First of all you should check if the problem is not being caused by an extension or a broken profile. Do the following required steps, re-starting Opera after each one of them and checking if the problem remains after each one.

Disable all extensions

Disable the ad-blocker/tracker blocker

Reset settings to default (Do a backup and export your passwords first)

Reset flags to default
-
Temporarily disable antivirus, firewall, anti-malware and all related software in your system

If the problem is with a web page, check if it works with other browsers. Try checking with other Chromium based browsers

Check if your Windows is up to date

After have done the steps above and confirmed that the problem is, most probably, in Opera, it's time to post about it.

Seems to be working in LVL4 (core: 96.0.4693.59).
Edit: You need to enable opera://flags/#scrollable-tab-strip for it to work for now.

@mixer468 Yes, some sites detect that you are using a dark them and adapt themselves to it. That's not something controlled by the browser.
On YouTube you can click on your account icon and change to light mode.

@HopeRope29 Unfortunately there is nothing that can be done to help you, since your old password is needed to decrypt the synced saved passwords and no one has access to your old password.

@HopeRope29 So you don't remember your Opera account password?
You can use the Forgot My Password tool to recover it, but you will lose access to your saved passwords since they were encrypted using the old password.
