@FileEX I've had got the same problem. I've concluded I had had a problem with the mobile browser because when I had selected option to generate QR there, it stuck loading and didn't manage to show it.
I've just completely reinstalled Opera for Android and now I am connected to flow. Unfortunately my earlier notes aren't loaded on mobile, only new messages are synchronised.

On my Android phone, I have ALL the sync options enabled, however, when I access "https://www.sync.opera.com/," the "Open tabs" box displays zero (0), meaning it is not syncing the open tabs. What should I do?
On the other hand, when I try to restore the backups on the new phone, It does not sync any content from my account on "https://www.sync.opera.com/." What's happening?
I have the same problem, but with desktop/laptop sync. Opera Sync holds distinct set of open tabs for every syncing browser: one for desktop, one for laptop.
How to fix it?
I turned of sync in my opera gx like 4 months ago. Today i accindetaly turned it on all my settings , bookmarks , passwords got reverted settings 4 months ago. How can i fix these.
Sync brought back old data from 4 months ago. If you didn’t back up your recent settings, they might be lost. Try checking Opera's user data folder or contact Opera support for help.
@LinkinV By default synced saved passwords are encrypted using your Opera account credentials, so for those passwords to be decrypted and used, you need to provide your Opera account password that was used to encrypt them.
That said, dis you try using your computer password?
And forget to set up a password so that it doesn't happen again.
@skyclaw07 Note, resetting your password will clear all sync data. Otherwise anyone who was able to access your listed email would be able to reser youe password and access everything. So make sure you have a copy on at least one device. Otherwise you'll be starting new.
