Cant recover my passwords

I formatted this pc since it had a problem,i used opera gx to save my passwords but im not sure if i synced it. I tried to check but it says "information is encrypted". Is there any way to recover them?

@KukMen Just login to Sync and enable passwords manager in Sync section in settings page, your saved passwords will be synced and will show up in the passwords manager.
