You might have to have DNS over HTTPS completely off at the URL opera://settings/system.
If you're using a VPN in Opera or outside Opera, you might have to have it off initially.
If you're using any custom DNS settings for Windows (in the TCP/IP settings for the network connection in question), test with "Obtain DNS server address automatically" instead for a while to see if it makes a difference.
In Settings -> Network & Internet -> Proxy", test with "automatically detect settings" in the opposite state that it's set now.
It could be security software like Kaspersky or Bitdefender or NordVPN affecting only Opera.
You can try regular Opera (Opera One) to see if there's any difference. You can see what Vivaldi, Brave and Edge do too. It could be an issue with Opera GX, but not sure.

I see Apple devices use captive.apple.com
Some users have said type 8.8.8.8 in the address and pressing enter can trigger a captive portal page.
