This is not a bar but just an empty space which makes SD tiles look cut.

@opera-qa-team: Same problem with Czech translations of tabs: the 'Close duplicate tabs' and 'Save - All tabs as Speed Dial folder' commands are translated differently from all other tab-related commands in the tab context menu.

Yes. It's a long-standing issue even before Opera One. The GX folks managed to fix it somehow, so it should be possible now I would think.
