The flag that fixed the problem is not working anymore and that damned search in recent tabs button "resurrected itself" with the latest update. The developer behind this this change diserves to be fired And defenestrated!
Yes, after the last update of 69.x version the flag opera://flags/#search-in-open-tabs was activated again but you can still disable it.

Just remember that this is a temporary solution.
I hate it as much as everyone else, trust me, but from what I gather, it is what it is. I'm not aware of any channels that would allow us to let developers know what a stupid "feature" this is.
Operaβs developers know subjects of topics here. Many times I could report some issues for Opera GX these were fixed.

Hi @ZD90, @basemodeldaytona, here it still works in recent Opera stable (69.0.3686.49). Maybe you can recheck if it's set to "Disabled", sometimes flags settings may be changed during the updates.
I confirm this, to disable: opera://flags/#search-in-open-tabs is still possible.
Try it in Opera Beta v70.0.3728.8 and tell me if it works because it doesn't.

Bah! It's gone again in O70 and the blog has the nerve to claim "Better access to recently closed tabs"! A pathetic 3 if you search? How that "better" than a simple friendly button?

I think the Opera Devs doesn't care what the community wants.
I found the extension Undo Closed Tabs Button.
With right click on the icon you can fixed the extension on the tool bar.

https://chrome.google.com/webstore/detail/simpleundoclose/emhohdghchmjepmigjojkehidlielknjAlthough your extension works, it takes up more real estate on the extensions bar, if the enabled opera://flags/#search-in-closed-tabs would simply show more than 3 of the closed tabs, we'd be back where we were, with the little search icon replacing the old icon that we used to see recently closed tabs from O69 and before. Not sure why developers are being so obstinate in allowing a user to enable this former way to see closed tabs.

@bbildman Not having many extensions, it's just an icon on the address bar. Good for me until Opera reverse their oafish decision.

The problem is - old menu had list of synced tabs across devices and that was really handy! Now you cannot even add on bookmars bar opera://activity page, and more - you cannot find it from menu or other Opera UI... First you need to google it, second you have to type it every time you need it in adress bar. This is very strange and bad changes to the Opera UI.
Hope this will be fixed or made some workarounds for this situation.

It is remarkable how needlessly anti-consumer some company become and stubborn to remain.

O70, and the tip with flags not working again.
Opera devs had lost the spirit of the good old Opera. Now they are stubborn and ignore what the community needs at all. Please return to recently closed tabs icon !!!
@roberto64, we should not ask them or beg them. We are the users. We'd rather uninstall this user UNfriendly browser made with hate by unfriendly devs.

The new popup is terrible designed. And there is no way to turn back the old one with Opera 70.
The unnecessary large size, the inconvenient placement (far away from the button), only 3 rows of the last open tabs, the search bar and open tabs take a lot of space and it absolutely useless for people who do not open a lot of tabs. And it's modal popup, it's breaks the flow of the work with the sites.
Stop do changes for the changes.
Bring back the old menu. I absolulty don't like this modal popup.

Modal windows is an arguable UI approach and may be used in a situations when you need the user to stop and think before doing next step. Definitely not this situation! And you're right, it's far away from the button so it's not only logical and visual connection broken, it consumes more time since the user needs to move the cursor and target it.

@leocg Is this all they have to say? The theme of this thread is very clear:
You should consider the claim of many users and give a positive response:
Please: Bring back the "Recently closed" button on the top bar on the right!!There are many more users who claim it, but they do not take the trouble to write it in the forums, but many of us do not like this change!
Please answer that !!

@roberto64 They who? If you are talking about Opera, they usually don't comment on requests and/or suggestions.
