RNA-2725 Easy setup UI fixes

EasySetup still closes (or background page is scrolling instead if using wheel) while trying to drag scrollbar when the cursor is on the 1px border.

*Other bugs mentioned earlier in the recent developer threads are not fixed as well. Won't list the bugs again because it's pretty useless.
