I noticed that in Edge each panel (they are in the form of poups) remembers its pinned/not pinned status individually.

So suggestion can be to make the same in Opera.
If I have pinned History panel, for example, then other panels, which were not pinned, will appear as slide panel.

There's still invalid section in Settings called 'Captions'
