Yes, in the second behavior, I installed Mini from the regular app store location, and without trouble.

I expected that after the gold version was released, I'd be prompted for the update from the app store, same as I am for all my other apps. (Mini is the only app I beta.)

If you hadn't posted here that it was out, I'd have kept using the beta until it expired.

Would be nice to know what kind of API you are looking for that is apparently already available in Chrome and Safari.

A bug still remains on longish pages: Mini still tries to jump to anchor tags before fully loading the page (landing short of the tag) and sometimes renders the page before applying the style fully (leaving a mess of mismatched element sizes).

I think this is a problem with iOS 9.0 not Opera. It looks like Apple already fixed this issue in 9.0.1 update:

Fixes an issue where some users with a custom APN setup via a profile would lose cellular data

Such things happen not necessarily due to Opera doing smth. My Mini once stopped working, too. When my operator blocked it probably by accident. What's your country and operator?

I don't understand what you mean with "pages all show on one time so i can easily see the whole pages without scrolling up and down".
Opera Mini displays pages like it always has. You can customize it by enabling/disabling full-screen, text wrap and single column view in settings

I think that a proxy needs background data access only for full browsers as with Opera Max but not for Opera Mini, check with Opera sync on/off. On the other hand IOS is another kettle of fish.
