You could sign-up for Opera Sync.
Toggle the switches in the options for Opera Sync, once you have logged into your Opera Sync account, everything is restored.

I suggest report this issue directly to Opera (Opera menu, Help, Report an issue...) - developers may not visit forums here so often.
Do not expect any feedback - but be assured that reported bugs will be processed by dev team.

Update/Solved: i try and uninstall/disable extensions one by one to see if there were conflicts and i found "Browser Lock" Version 1.0.7 by humbldump cause this issue. I will report it.

Some solutions used to work, however, it's not working anymore; now both HBO Max and Netflix give an error message. Those services work fine on Chrome, Firefox, and Edge.
@kentbyron301 You mean, why does Gmail think you're in Norway. Most likely because you're using the VPN with a European exit server - Opera's own server in Norway. Disable the VPN, or click on the VPN badge and tell it to use a different exit server. (Though keep in mind, "Americas" could be in Mexico or South America.)
