Yes.
Open the csv file in a text editor and make sure your passwords are actually there.
If importing doesn't work, it's likely your password file is corrupted or encrypted with the wrong credentials. To fix that, goto the URL opera://about, take note of the "profile" path, close Opera, and delete the "Login Data" file in the profile folder (you'll lose any existing passwords in Opera). Then, start Opera and try the import again.
If you're using Opera Sync and syncing passwords and or settings, log out of Sync and import to see if then import then. If so, log back into Sync and test if the disappear. Also note that with Sync, weird stuff can happen. So, if you have passwords synced already, make sure you back them up.
