@leocg Thank you. Indeed, this was the first question I asked of them, and they confirmed they're not blocking as they understand the importance of security.
That said, I will check with them once again asking they further investigate their systems.
Interesting only the "Americas" setting works on the site in question, it's fine elsewhere.
OS Win7 32-bit, and also on separate machine Win10 64-bit. This posted using Stable 63...71.
I've entered a specific well known site for years via Opera browser without problem.
I can access the site in question without issue if switching Opera VPN OFF.
When using VPN, I can only access the site in question using "Americas" VPN.
When setting VPN to "Optimal location", "Europe", or "Asia", I cannot enter said site, which immediately returns error message: "403 - Forbidden".
I contacted the company to advise and they haven't changed things.
I have no issues with Opera VPN elsewhere and am using "Europe" setting for this post, so this can only mean a compatibility issue.
This issue happens on Stable, beta, and dev streams, on separate machines as mentioned above.
FIXED - Above detail has been fixed with Stable 60.0.3255.84 update, and all wallpapers now showing. Thanks to Devs.

Also note the "Desktop" and "Recent [ticked] wallpapers" pics are not showing.
Both my Desktop and wallpaper pics are showing in normal use, just not showing on the below snapshot

With magnification at normal 100%, the below snapshot is obvious.
When going to edit the far right speeddial the edit box is partially off screen.
NOTE: For developer purposes, the green arrows from left to right indicate both sides of screen at 100%.
It has been like this for several versions on all update streams.

This not happening with me on win10 or Win7.
Since updating to Stable 60...70, I haven't as yet come across any usage issues.
It may or may not be a case where only some users are affected (eg: some users including me had issues with the .59 update).
You could try uninstall [leave the data box unchecked so it preserves your data] then click "Re-install".
You should backup any important data.
Another way is to go to the opera location and delete the "profile" folder.
Restart the browser and it automatically re-creates a profile folder.
Go to settings to set your preferences.
(I've done this on a few occasions).
@sgunhouse Hi sgun, this may seem like an odd query coming from me as a long term user since Opera v3 series before I progressed to desktop!
OS Win7 32-bit.
When a new version appears in my Opera location after update, and once I'm okay with the new update, I right click the previous version folder, then click 'Delete' which I assume removes all previous version files?
However, I have noticed Opera leaves 'leftover' files. It's perhaps the system itself which fails to remove all previous Opera files when deleting. To remove these I may use IObit uninstaller and the IObit "file shredder" that comes with it to remove other files I don't want.
Where you mention to another user above that, "you can delete as many of the older versions as you wish", I assume you mean right click the previous version folder/s and click delete?

@dimosdimaresis I can also confirm have updated to latest Stable from O-Menu >About to v60...70 today without problem.
It was a clean and fast update and I've found no issues.
Thanks again to Opera Developers for working hard over the last week.
@operafanuk If any user still having problems with update and/or VPN not starting after update, please try this.
