Punctuation keys as ˇ ´ ¨ not working

If I want to write any character with interpunction as combination "punctuation key + character key", it writes only character key. For example I want to write ť and it writes only t. If I spammend only a punctuation key, after some times it will write a few interpunctions, for example ˇˇ.

In incognito mode without any extensions it doesn't work too. If I installed pure chrome browser it doesn't work too. I think that's some problem with the chrome core. In Microsoft Edge browser, in system interfaces and other all apps it works correctly. I tried to replace the keyboard and plug it into another usb port and it still didn't work.

Please help me.

Better description would be accents, not punctuation. Not familiar with the Czech keyboard, perhaps someone can help there ...

Additional information - in older versions of Opera it still doesn't work. I apologize for my little bad English.

@hruskaexe I don't have a Czech keyboard but accents are working fine here with my Brazilian Portuguese one.

@leocg If I change my keyboard layout to Brazilian Portuguese, accents are on other key, but still not work. Key layout doesn't matter. It is still only in Opera.
