You can go to settings and on startup, select retain tabs from previous section. As sgunhouse stated, you will have to close that way, or just click on the X in the top right corner and close all tabs at once.

I suspect the OP is suffering from the same problem as me, which I've already flagged up as a bug.
First (This may not be a part of the problem, but I suspect it's involved) a few weeks ago when I logged on I'd be greeted not only by my previously open tabs, but also by the default front page (The TV screens). I thought it was a bit weird but not a problem and ignored it.
A week ago I logged on and all I got was the TV screen page. With a heavy heart I went to the history page ready to reload 50+ tabs, and found that only tabs I'd interacted with on the last three days had been saved. I was now well miffed but I reloaded a total of about 15 tabs and got on with my business.
The next day once again all I got was the TV screens... On the 3rd day it finally occurred to me to check my settings. 'Retain tabs from previous session' was still checked, but so was 'Display the start page first'. I unchecked it. Next day once again... you know the rest. So I flagged it up as a problem.
It's not been fixed yet. I'm now using Vivaldi until it is.

Yes. the OP is most likely asking how to restore open tabs/windows when the session gets lost/corrupted. When that's the case, you're pretty-much doomed unless you saved all opened tabs in a bookmarks or speed dial folder before the corruption happened. But, I believe others have said they worked around this by using a session manager extension that's not as brittle as Opera's session handling/storing/restoring. But, at the moment, I don't remember the particular sessions manager extension that users recommend.

That's the new "Display start page first" option in settings at the URL
opera://settings/onStartup
. You can turn that off if you don't like it. The setting isn't supposed to affect Opera's remembered session and its opened tabs/windows, but I guess there's a possibility there's a bug in Opera with that. However, users have complained about Opera session corruption/loss way before that setting was introduced.With that said though, on a stable system and stable Opera, with nothing interfering with Opera, if one properly closes Opera, opened tabs should always be restored just fine. In the event that Opera is unstable or not closed correctly or something interferes with Opera, all bets are off and Opera's session saving shouldn't be considered a backup mechanism for opened tabs.
