Opera 20 should have asked you about importing your Opera Presto profile, maybe it wasn't able to find the install.
Start Opera 20 with the parameter "--presto-small-prefs-dir=ROAMING_PROFILE_DIR" without the quotes and with the correct path to your Opera Presto's profile folder.
Note: it will reset your Opera Blink profile

It had some issues in 15, but they seemed to have fixed most of them ... but note, I have seen some sites where the password transferred yet Opera doesn't recognize the form or something. That is, if I go to Settings > Privacy > Manage saved passwords the data is there and correct, but it doesn't actually fill the form in for me.

i recommend the lastpass extension. all passwords are saved online. just install lastpass on any browser (opera 12 or 15 or 18 or 20 etc) and you have all your passwords. many experts seem to think its more secure than built in browser ones. i've had to reinstall windows a couple of times over the years, and always hated losing all my passwords (kept them written in a notebook, just in case). with this, you never lose them, even with os re-installation.

Lastpass is a great suggestion. I've been making it myself for some time now but some simply don't want to trust their passwords to a server online.
