I am also having the problem with error 0xC0000022 with the update Opera_GX_63.0.3368.57756_Setup_x64.exe on Windows 10 Pro. I have tried the suggested fixes in the link leocg provided. That did not help.

As much as I like the concept of the browser (resource management), I will re-visit the browser in 6 months or so after they get some teething problems fixed.

Clean your PC using a trusted antivirus.
Update the faulty and outdated drivers.
Disable Runtime Broker to fix high CPU and memory usage. Go to Start menu > Settings app and then open System > Notifications & Actions.
