And not just the icon blocks but also being able to freely arrange the icons individually. I have extension icons that I would like to place at the top of the sidebar, but it won’t let me. Nor will it let me place the extension icons above Opera’s tools at the bottom of the sidebar.

Thanks, I finally found it at the very bottom of the basic tab. You need to untick the option that says, "display the start page first".

@paulokdvc as for me, the new UI is the main reason I added opera_autoupdate executive file to the block-list of my firewall. I'd better stick with Opera 58 than dealing with the new annoying bright and sharp light theme or the blueish dark one. The side bar which disappears without a trace when I'd like to just leave it at the speed dial is the other reason.

Does using Opera's VPN mean that wifi/router hacker can't see the URLs of the http (non-secure) sites I visit? [solved]
