@brnmatrix should be the same way updating these json files:
C:\Users\username\AppData\Roaming\Opera Software\Opera Stable\Preferences C:\Users\username\AppData\Roaming\Opera Software\Opera Stable\Preferences.backup
I didn't find that bug on Windows, but have another one:
Undock DevTools Dock it back Click on 3 dots button. Opera crashes & reopens.
Crashing after update March 14th 2020

@andrew84 I believe they don't care about their users anymore and that's a very good excuse to leave Opera and start using Vivaldi...

The problem only seems to go away when I don't have any tabs in other workspaces, although that's really inconvenient when I want to have separate work and home tabs.
