@orshee I would close Opera and delete everything in "C:\windows\temp" and "C:\Users\yourusername\AppData\Local\temp". There are installer temp files there that might need to be cleared.
@leocg thank you, it actually seems to have been blocked by a password manager extension 1Password. I temporarily disabled it and Opera then prompted to remember the password
@emivy I am having the same issue and cannot find any solutions or reasons why it does this. My solution right now is just drag the tab out to be its own separate window then move it between monitors, but obviously its still slower.

@fehk47 Solved!✌ . Reinstalled 102.0.4880.78, let update to 103.X.XXXX.XX then to latest 104.0.4944.33, Guess it was a bad update that broke a couple of things ☝🏻
Opera Mail doesn't support all the modern security and encryption protocols that sites/certs use now, so you're going to get those prompts. You can switch to the "Security" tab in those "prompts", check "Remember" and click "approve" to avoid getting them again. Then, you'll have to test that your pop connection still works though.
