Controls on video pop-out not available sometimes

Basically the video pop-up sometimes appears with controls, and sometimes doesn't.
The "video user layers" flag is gone, so no chance on changing that, there's no option for it in settings either.
If I reload the page the controls are gone, I have to open the video in a new tab for the video controls to appear.A feature I love about opera, is how if there's a second audio source in my PC, Opera automatically turns downs it's volume and it's pretty useful.
But that only works during the first session of the day, if I close the browser and reopen it, it's gone until I turn on the PC again.
So I want these features to be always present, how do I do it. -
