Opera install file is not working

Your firewall is not letting the installer connect to the network. There is nothing Opera could do about it, you - or whoever has administrator rights on your network - would need to change settings in the firewall to allow it.

You can try the https version https://get.opera.com/ftp/pub/opera/desktop/ too just to see if there's any difference. You can try https://ftp.opera.com/ftp/pub/opera/desktop/ too.
