Page / Save as PDF saves only the first page

The subject line of this post says it all. When I attempt to save a document to PDF, I always get a single-page PDF that contains only the initial part of whatever I was viewing.

Testing with Opera 53.0.2907.37 x64 on Windows 10, it's working fine for me. The entire web page (even parts that are not currently shown in the viewport) is saved to the pdf. It's always saved as a single page in the pdf though. That single page will be as long as is needed to show the web page from top to bottom.
There are alternatives though. You can choose to print instead of "Save as PDF". In the print preview page, set the destination to "save as pdf" and it'll be printed in paginated form. Just set it to print background colors and to not print headers and footers if you want. You can also control the margins.
Another way to save a web page is to enable
opera://flags/#save-page-as-mhtml
and then "save as" the page. Then you can load it back up in Opera later and it'll look nice. And, you'll be able to print it in paginated form if you ever wanted.
