Windows does not support Opera error message

I first discovered Opera a couple months ago , and I installed it . It worked fine , great actually. I at the time had Windows 8.1 , however I had problems with Windows and had to refresh my PC , which led to it reverting to 8 . I had to reinstall many apps and programs , including Opera. Opera worked fine again . However , I recently had some updates automatically install on shutdown - I had windows auto update turned off so I have no idea what these were or how they did this without my permission - and after restart Opera no longer worked . It claimed that it was not compatible with windows . Also, Explorer did not work .
Can anyone tell me what to do ?? I am completely lost. I wouldn't even be able to be online if the Bing app that windows comes with hadn't worked independently from the browsers . -

I did not know there are online and offline installers . I downloaded it , I have 2 copies and neither work. I have tried to install them when offline , if that is what you mean leocg .

There is an installer that downloads the actual program later, or there is a version that includes the full program (so you can install it on a computer that is not connected to the internet and use it to view HTML files).

Though if you say Explorer does not work either then I have to wonder if you have some malware ...
