I've tried this channel and it took a while for the video to load/start playing but after that everything ran fine as it seems.

I am sorry i should have been more precise with information about software that i am using.
        Opera 28.0.1750.40 ,NPAPI 16.0.0.305,GTX 960 driver 347.52, W7SP1-64 bit all updates installed.

In opera 27.0.1689.76 Twitch videos and live streams play without problems.
With Opera stable 28.0.1750.40 and 29.0.1795.0 Developer videos and streaming won't play.
Black window with rotating icon and in chat window: Flash failed to load. Please contact support@twitch.tv with error information.

When i click on video window it says in grayed out letters that Movie not loaded... and
when i click on about Adobe flash player, the link redirects me to flash test site and flash
        video plays without problems.

What type of Flash plugin do you have? Go to opera://plugins then click on Show details then see what it says for Flash.

There are two possible types, NPAPI (the old Netscape plugin architecture) and PPAPI (aka "pepper" Flash); Opera (and other Chromium-based browsers) works better with PPAPI. If it says you only have the NPAPI Flash, then go to Adobe's Flash download page and get the PPAPI plugin.

I have installed GC browser and PPAPI plugin and Opera 27,28 and 29 are only registering NPAPI plugins.

Do you only see the NPAPI plugin when you go to opera:plugins?
Click "Show details" in the upper right corner to see more details.
I have both NPAPI and PPAPI and Opera uses the PPAPI plugin (as it should).
If you only see NPAPI I recommend going to https://get.adobe.com/flashplayer/ and download Flash PPAPI again.

Now Opera 28.0.1750.40 detects both NPAPI and PPAPI but uses only PPAPI 17.0.0.134 on Twitch,
                Gamespot,Giantbomb and Youtube.
Opera 27 works without problems with NPAPI 16,0,0,305 on sites that i have mentioned.

                Is PPAPI 17.0.0.134 beta software?

                Thank you for your help.

No, it's the official newest version. See http://www.adobe.com/software/flash/about/.
