Hmmm have you changed the fonts into others more common like Arial or Calibri? Also; have you tried with another browsers if the font problem is still occurring?

@naighter Yes, you can. Some of them, like passwords, can only be moved by using sync or exporting them.

@leocg In the video you can see that I attempted to download from a download speed file testing site.

This applies to any websites that I have downloaded files from frequently. If it is my first time using the site, there will be no problem. All the sites I've had issue with have absolutely no speed caps.

I will have to try the private window solution, thank you.

All of this Cleaners, anti-viruses etc. are too stupid and not reliable as for me. When I have any troubles I'm using system restore point backup.
Check some old Opera version (before this trouble appears) and see how it goes.

I don't think it's possible to remove it. That's due to Windows 7 and, if I remember correctly, you can't remove the frame. Have you checked the window's frame configuration/personalization of your PC?

And by the way, you can install Chrome extensions in Opera. Just use Install Chrome extensions
