Happened to me too. Hope it gets fixed again. Things I tried:
Emergency reset (My flow, in the 3-dot menue)
Reinstalling Opera GX on the Computer and Phone
Typing connection code manually
Resetting Opera GX's settings
Acivating/Deactivaing acount syncing
. . .

@Nav-Null That's kinda strange. when you install Opera, you choose to do it for current user only or to all users.
If you choose to install it for current user only, Opera usually installs to C:/Users/< username>/AppData/ ....
If you install it for all users, it usually installs in C:/Program Files
Anyway, just reinstall Opera for the current user.
