@sgunhouse no and no, it was only in taskmanager and the option for Change to Window was grayed out in the context menu
Also notably after restarting for a update I got two Opera instances with one being the Tabs I opened up after this happened and the other one with the old Tabs

There's only the flag at opera://flags/#disable-media-indicator-in-power-save-mode. But, as you can see from its description, it only works in battery saving mode.
