The real weird of all of this "suggestions" is that they are based in the Original Opera, and the real question is:

Why should we ask for the features they had implemented in Opera Presto? Those "features" made Opera who they are...
So are they planing to be Opera Presto Powered by a new engine?
Are they planing to be another browser full of extensions to be similar to Opera Powerful Presto?

What it's behind this lack of sense?

Chrome uses the chromium engine as well. Opera should get at least support the features that Chrome does in their policy support. All they would have to do is read the correct keys from the registry and apply whatever is applicable.

This is a chance for Opera to come along side of Chrome on policy control

Add a setting to have text reflow not apply automatically after zoom.

Sure, the reflow can be disabled in the settings, but that's a lot of taps.

So, a shortcut to enabling-disabling reflow would help some.
But a better solution would be, as described above, a way to enable/disable the reflow just for the current page.
So one could have their preferred setting of normally reflowing/not reflowing, and a way to toggle for the current page.

I would adjust my setup to have reflow disabled by default, so i can zoom just to enlarge images, without breaking the site's layout.
And with a double-tap (or long press or ...) it would zoom to my desired font size and do reflow for a perfect text reading experience.

A popup dialog contained inside the tab would be useful when you want to change to another tab quickly before selecting a file.

Would you mind elaborating on that?

Just like the print dialog. With the Windows open/save dialogs you cannot change to another tab
