You can add search engines but you can not set them as default ones

You cannot move the navigation icons from the sidepanel to some place else, the only thing you can do is remove them.

Martin (author of SmartRSS) made extension for those situations, but it didn't publish it on Opera addons store
if you want to test it (you need to download it, and then drag NEX file on Opera to install it)

About the suggestion, Speed Dial is already part of bookmarks.
If you look in bookmarks manager, you will see that Speed Dial is a folder there.
Being able to enter in the search bar before the website has finished loading
