In User Windows "C:\Users" directory" \AppData\Roaming\Opera Software\Opera Developer" is the file of a configuration "Preferences", and in him Preference, in "homepage": "http://www.yandex.ru/?win=221&clid=2256428-002" - we delete it and when opening a new tab the express the panel opens again.

The 4 only default exceptions are Baidu, Google, facebook and Yandex. You should be able to remove any of them.

Try deleting adblocker_rules.json from Opera's profile folder so a new one will be created.

I found out how.
There is a software on windows to manage edge favorites, here:
http://www.emmet-gray.com/Articles/EdgeManage.html

With it you can export edge favorites to a html file, and then import this file in Opera...
