All right, mate. That means we have concluded that the web app you are using forces the PDF file to download. An extension may be able to modify the headers allowing the browser to use built-in PDF viewer nonetheless, but I doubt such extension exists currently.

The thing that bothers me are things that are unremovable like all the names (Beliebt Seiten, Zuletzt Besucht, Unterhaltung)

Latest version of Opera doesn't have such things.
To be honest I don't remember have seen such things before.

Check the start page settings, maybe you can hide them.
This is what keeps Opera from hitting number 1

There is something wrong with your installation. Try removing and then reinstall Opera.

Also check if things work with a portable installation.

Do you use the VPN?
Is this behavior the same with your other browsers?
Is your system up to date?

Try disabling / enabling WiFi or unplug / plug Ethernet next time you wake it up, tabs should auto reload themselves.

No problems here at wake it up from Sleep nor Hibernation:

And as far as I know, scrolling speed isn't exactly something that you set in programs but in the OS or in the mouse software.
