There are some problem of "activation area" on buttons on some websites like Facebook or Instagram.
The most obvious example is on the Facebook logo moving around the mouse.

Very often when I send some image/video/file and the file selection windows opens, selecting "details" the file list shows like this:

Anyway, I read that it's an Instagram issue related to individual accounts. They haven't fixed it yet.

Are there problems with the Instagram website?
I only see the initial logo and it gets stuck there.
I already tried clearing the cache.

As soon as I click on a tab to move it, it immediately scrolls to the top
