Took one more look at this viewing the HTML source for the page and noticed this code near the beginning:
'META NAME="GENERATOR" Content="Microsoft Visual Studio 6.0"'
'body bgcolor='#ffffff' text='#993300''
Saving this as a local, editable HTML document and setting table width='100%' (please note the single quotes surrounding the percentage value) completely resolved this issue without importing into Excel; however, Excel does have the "Rows to repeat at top" feature in Page Setup that the browser print setups don't allow.
OK. Now we're done
This forum does include a Hindi section, you can select it by changing the site language. As far as the browser, Hindi is listed as an available interface language, but as I can't read it I can't tell if it is displayed properly - other than that they do appear to be using the same language the website uses, which is not some western European, Cyrillic or similar text, and also not boxes (here on Windows 7). And of course, neither setting has anything to do with web pages - well, other than this one.
