Guys, this happened to me in the browser and basically there is an option in the "Site data on the device" that by default "Delete data that sites have saved on the device when you close all windows" just look in the settings and check the option "Allow sites save data on the device"

You really shouldn't have to wait a while after the "relaunch" button appears before restarting. The reason you shouldn't have to wait is that the relaunch button shouldn't appear until the update is installed and 100% ready to be used. However, in practice, it seems you sometimes do have to wait longer or you'll have to restart multiple times.
