To save pc resources I use Tab manager extension to limit opened tabs. Needs to protect this addon disable and uninstalling by unscrupulous users.
Opening a link to a youtube channel's videos page takes long time to load in opera one. I tested with previous version and it loaded the same link instantly. Same results with other channels.
Missing start page button.
Obnoxious splash screen with sound on startup.
Rolling back and if things don't get fixed I'm going to switch to something else.
I did some tests:
Using the syntax
"Opera_99.0.4788.77_Setup_x64.exe --run-at-startup=0 /silent /norestart /allusers=yes /launchopera=0 /setdefaultbrowser=no"
and starting Opera afterwards without rebooting, the setting "Run when my computer starts" is checked (for the current user).
Using the syntax
"Opera_99.0.4788.77_Setup_x64.exe --run-at-startup=0 /silent /norestart /allusers=yes /launchopera=0 /setdefaultbrowser=no"
and starting Opera after a reboot, the setting "Run when my computer starts" is unchecked (for all users).
I have no idea why the setting "Run when my computer starts" is not unchecked immediately after the installation for the current user. I hope it is a bug with the installer that will be fixed soon.
I reproduced your test on Win 11 22H2 with the same Version of Opera.
used syntax:
Opera_99.0.4788.77_Setup_x64.exe --run-at-startup=0
But now I am really confused: after the installer launches, the option "Run when my computer starts" is still checked
I tried some differt switches like "/launchopera=0" or "/setdefaultbrowser=no" and they work like a charm.
Any ideas?

The Parameter --run-at-startup=0 seems to be for an older Installer. Unfortunately it is not working with the current installer.
I have no idea for what reason this autorun option is set to on after installation. That is annoying! If I want Opera in autostart modus I do it manually.
I would like to disable "Run when my computer starts" for all users after opera installation.
Is there a command-line switch / unattended install switch or anything else to do so? Disabling the autostart option afterwards is not really a solution.

Unable to search terms in the History Tab Search Bar.
It tries to autocomplete a few seconds after typing in a term(s) and it will completely mess up the search term and it happens within a second or two that even trying to brute force and retyping the term it will constantly make the word(s) become incoherent mess.
For Example:
typing in the phrase "find cat" will have it stop midway and autocorrect to finca or findat or ficat deleting the entire query and trying again doesn't really help as it is constantly trying to replace the text.

Recently, I have been getting a "gray text glitch" where when I type something into the search bar, the text turns gray and I cannot search up anything whether I am pressing the search button or hitting enter 23 times. Same problem here. I have version 3.18.9 and I haven't found a way to update it. Vivaldi is working fine and it's based on Chromium 83.0.4103.119

My case is that, I regularly access r/nba
I maybe in the first instance enter " reddit nba" to get there, and so opera touch sent me to Google
However, now when I enter "reddit nba", I expect opera touch to give me https://www.reddit.com/r/nba instead of going to Google link again.
Try in on your phone, you'll know what I mean.
For instance, chrome does it right.

Regarding pt 4 I think opera needs a better fuzzy search algorithm for url suggestions
Flow has no use for me, appreciate if disabling option is available

In Private mode, only URL bar is privacy awared, text fields within the webpage do not automatically trigger the private mode in keyboard.
