Apologies for late reply but I was checking this case internally.
What you reported is a special technical extension for Opera's notifications. It works also for capitaloneshopping but not only.So, this is an important part of the Opera's system and user's can't disable it.

Some advice from our engineers:
"Check the Opera DNS settings, maybe they're set to “secure DNS” in Opera in which case the local resolver doesn't work, so they can't see sites on the LAN."
Check it and let us know.
If it doesn't work, please share more details, especially browser version. -

I've checked, and currently, there is no functionality to display notes in the password manager. To my knowledge, no one has requested this feature before.
However, I have added your idea to our inspiration board for future consideration.
