So, if you don't have tab island(s) before opened tabs which want to close, or, if you do have tab island but is opened, the issue does not occur.

What about version 112, it still shows the problem?

"Close tabs to the right" This is happen even when you try to close tabs in the right hand of the current tab, being part of the same tab island. Seems very unstable ...
If you use the browser on a less resource machine (on a slow machine), this bug, to not have Close Tab Icon always visible can be reproduced easily.
@leocg The issue was once installed, Opera cannot download new updates. Now it works.
@flaviu2 this one bug was fixed though

I am amaze how they make it so bad and ugly from a wonderful browser !
I think it's unique. Like how Microsoft named the Xbox One series.
