Yes, this one was fixed in the latest version. This one, easy to reproduce as well, forums.opera.com/topic/75925/cannot-close-tabs-without-moving-the-mouse/, is not fixed.

This issue has been solved on version 114 (114.0.5282.21), you can marked as solved π
"Close tabs to the right" This is happen even when you try to close tabs in the right hand of the current tab, being part of the same tab island. Seems very unstable ...
If you use the browser on a less resource machine (on a slow machine), this bug, to not have Close Tab Icon always visible can be reproduced easily.
