Since this feature has worked, at version 132.0.5905.19, this feature works in one way only: if you at middle of a page, do a click on tab will get you at the top of the page, but if you click again, will not get at the middle of the page.
Try it, its easy to reproduce!
I do understand why they chose this behaviour: once you enable VPN once, you want to have the VPN address bar icon as long you can enable/disable it from there.
But another approach would be: if this feature (VPN) is not used for, let say, 10 days, to put as dissapeared. This would give the feeling as smart behaviour.
@leocg
I see ... can be added such an option? I mean, this icon is not needed to be there, and it is not when you install a fresh Opera ...
I am using version 132.0.5905.19, and I tried VPN for a short time and I have disabled it, but the VPN icon is still present in the address bar, how can I get rid of this icon?
In the latest version, 131.0.5877.24, this bug vanished again. Hope to stay like it is now
I updated to 131.0.5877.24 and this version has all the bugs solved again. I hope to be stable this one.
Very unstable this version: 131.0.5877.5
See the gost tab:

Is there any way to revert back to version 130? That one seems to solve all the tab issues ....
This bug was solved in v.130, now, in 131.0.5877.5 this bug is present again.
@flaviu2
I have now the version 131.0.5877.5, and the issue is now present again
And this version seems to have other small issues: when I change the tabs, the focus is automatically put on (system) minimized button ?!

The version 130 worked well ...
Version 130.0.5847.12 resolved this issue! Thank you!
@flaviu2
I have the version 130.0.5847.12 and this issue has been solved! Thank you!

From what I understand, you are facing this problem since version 123.
And you made a pretty detailed reproduction in this thread:
https://forums.opera.com/topic/86983/new-island-tab-button-is-not-dissapearingDo I understand this correctly?
Yes, correct, this bug is pretty old (since version 123, now I see this bug on version 129).
Opera 129, Win11x64.
If you have much tabs openen in a tab island, the Close Tab Island button is not visible:

As you notice, the Close Tab Island button is not visible:

P.S. even if you scroll down the tabs list, the Close Tab Island button remains un-available.
