"This site can’t be reached snip.io refused to connect" message ate snipboard.io

I need to upload a screenshot to snipboard.io for a secure site, but Opera is blocking the connection:
"This site can’t be reached
snip.io refused to connect"
I added it to my approved links but that didn't help. Opera suggested that I "allow Opera to access the network in your firewall or antivirus settings."
Where do I do that?
The next option: "If it is already listed as a program allowed to access the network, try removing it from the list and adding it again."
Where would I list it as a program, in case that's what it is?
Need this asap if possible! Thank you!

@ld8 Why do you mention snipboard in one sentence and just snip in the next? Is one site using the other, or was one a typo?

@ld8 Snip.io doesn't actually exist, it only has a placeholder saying "Buy this domain" if you look at it. Try your original site instead. If that site ends up giving you a message about snip.io then they have a coding error.
