Where do you live? Turbo (or rather, Off-Road mode) does work in Opera 28, but some countries block it.

No, it's Opera Mini with default capabilities (sort of Opera Mini in debug mode), opera28 beta has another flavor (Skyfire/Max alike).

@bigbighill like noted above Off-Road mode in Opera 28 is using the Mini technology. Off-Road mode in Opera Beta has been using the Turbo technology for quite some time now. As usual what's in the beta channel are features we plan to roll out to final, but we never comment on when that will happen.
