@leocg A link to opera.atlassian.net can be obtained from the official support page https://help.opera.com/en/latest/ or its national mutation as Opera Guide by submitting a report. So I have no idea what the legal relationships are between these domains.
The fact is that the website does not work when trying to access it from any device. Maybe the Czech Republic got on the Black List...

The way I look at it, I probably won't get any help here. I have the impression that a long-term non-functioning website is a big problem. If I wasn't a long time user I would never return to this site. You also need to realize this and keep the website running. I've been trying to point this out for two weeks, but no one wants to listen. So I'm sorry...

@leocg I'm sorry, but I have nothing to turn off. Opera itself claims that the site www.opera.com is not secure and keeps repeating error 429. I am unable to explain how it is possible that it does not work from any device I meet.

@leocg For the third week now, I have unsuccessfully pointed out the broken Opera website. Thus, it is unavailable at practically all addresses from any device - computer, tablet, mobile - Windows or Android. Anyone I ask has the same experience. And neither technical support nor the forum solves it. So if I can't download Opera or report a bug - should I stop using it...?

@swar666 So you try to open www.opera.com and the page doesn't load? And you get an error message?
Do you use any app that nay be blocking Opera sites?

@leocg No, I don't use it. I tried it with friends, at work - everywhere the same result - error 429. Opera pages unavailable.
I reported a bug using the Opera menu - both mobile and PC versions - 11 unanswered questions - the robot automatically marks it as solved, which is not true.
To make matters worse, Opera started to crash at startup - I eliminated the quick access bug and removed most of the shortcuts, but Opera crashes even with six open tabs and doesn't respond to clicking.I don't need a browser that starts slower than Internet Explorer and whose creators don't respond to questions. Today I tried email from the Google Play website for the last time because I don't know how to contact the creative team anymore...

@leocg I should contact the site owner. Which I haven't been able to do for three weeks. Since then I have not found a device that would open the Opera website. In private and in the public sector. So the fault will not be on our side, and if it is, it is nationwide.
As possible causes of error 429 I found this
Servers are undergoing maintenance - maintenance for several weeks?
Unnecessary browser extensions - I don't have extensions
Website cache and cookies - cleared
Bad internet connection - with all providers?
Ad blocking is active - not all browsers have blocking
Does your computer have viruses - across all users, platforms and stations? -

@swar666 As far as I know, Opera doesn't offer individual support. That page is for users to report possible bugs in Opera.
Depending on the issue, they may reply or not.

@leocg I've posted eleven attempts to notify the development team via bug reports about the unavailability of the homepage. In two of those cases, they told me they were aware of the problem. (but does not solve)
It's pretty much impossible for multiple people and a business to all have the same error on different devices, systems, and browsers. I find it quite often that people prefer not to see the error rather than take any steps to fix it.
The bug here is across a wide range of devices, but people I know would never contact the developer, but go elsewhere because it's easier. I've been using Opera for over twenty years, but I've never seen such disinterest. I've been trying to explain something to you for three weeks. It's a shame...

UPDATE: We have confirmed a misconfiguration on our servers that causes the observed behaviour for certain users. Fixing in progress.
