strange blue bar in the tabs

A few days here, has appeared in my tabs that blue bar, I do not know what it is and when I minimize it and maximizo page back to normal. How to solve this? This is really annoying.

Generally you should also mention your version of Windowws, though the icon on the taskbar belongs to Windows 8.1 so we know that one. Any extensions installed?

Have you tried with all extensions disabled? And about with a clean profile?
