Google Terms Of Service Update Pop-Up

When a Google search is done in Opera, a pop up appears stating 'We're updating our terms of service. Get to know our new terms before they take effect on Mar 31 2020' and there are 'review' and 'got it' options.
I click 'got it' but the pop re-appears the next time the browser is opened and Google is used again.
Is there a way to permanently block this pop-up from re-appearing? I am not using Private Browser mode,

Are you using an extension and or adblocker or cookie setting or clearing Opera's cookies on exit that would prevent or clear your choice for the dialog?

No to the extension but yes to the ad-blocker and yes to clearing cookies manually on exit.

It only appears the first time that the browser is open (the banner does not re-appear if additional tabs are opened during the session) but it does re-appear if the browser is closed and re-opened.
If I insist on clearing cookies, will I have to wait until Google removes the banner?

Google keeps logging me out of: https://www.google.com
Site has all permissions and active cookies (besides pop-up windows and ads).
Looks to be periodic, but recently happens ca. once daily. Restart of browser not affecting this behavior.
Google settings has device and browser saved as approved.WIN10-64. Opera 67.0.3575.97 Norwegian. HWA on.
