Most likely Windows 7 is missing the appropriate video decoder (aka "codec"), as it seems to work fine in Windows 10 and the latest Opera Developer ... but note that some sites block access to VPNs and if you were using the VPN you might try with it off first.

@mortens74 Chrome has license to use proprietary codecs, so it doesn't depend on the OS to play them.

It seems that in this case the problem is fixed in Opera Developer 69.0.3623.0.
