Unfortunately, my Opera Browser VPN on Debian 10 has same mobile version(Android) problem.
By the way I hope this issue will be fix as soon as possible.

@leocg Ah, yes, exactly our point: it is an Opera issue not a device issue nor necessarily an ISP issue (except maybe in Iran) but an issue local to certain regions. When you said localised we assumed you meant local to our devices and not local to our regions.
Thanks leocg. I hope Opera is able to resolve this one soon. As browsers go, Opera is my favourite for desktop and mobile/tablet.
Do Opera Mobile and Opera Desktop use different VPN servers?

I had a test on mobile network with Opera Mobile (latest version) and as I realized the problem is from Opera side (proxies or bypassing servers) not client side or regional! Opera VPN would not connect neither using VPN app or without VPN app (here I am using ExpressVPN connecting to German server then open Opera Mobile but there is problem to connect to Opera VPN servers! By disabling Opera VPN, I can reach YouTube and other sites that are censored here in Iran...). I don't think the problem be regional specifically about Iran!
I have "VPN is temporarily..." error about one week now on Desktop and Mobile with Opera... -

I think the moderator is right, it's a limited free plan. I also have the same problem but after reinstalling, it's working as well as before. there are many people on facebook, who have the same problem...

@mario99g What countries (regions) have that problem? Why they just don't say that free plan has limitation now (Opera team)?! I can connect through FF (firefox) VPN extension and also with Ex...VPN, but nothing work in Opera VPN!

I use VPN it working here, I open Spotify app and Tutuapp app via changing my VPN settings.
