I am unable to open or install Opera ad ons (.hex files). I am given the option to d/l the .hex file and it will not execute from my hard drive.

OfA doesn't support extensions.

Can I use another version of Opera on my Android that will?

No. Opera for Android has never supported extensions. They are trying to have a lean, fast browser, not a toolbox.
