Opera not obeying preferences

I put a website on the list of those allowed to run flash player, yet every time I open the site, it says "Plugin Blocked" and I have to manually click on Run Plugin this Time. Why won't it follow the preference?

@leocg Not sure what help those links were to provide. That's for Chrome, this is Opera, and the whitelist doesn't vanish every time the browser restarts, and flash will play on most other sites on the list, just not some.

@avl I can't remember specifically, but it's been on more than one or two. And some sites, including two of the big four broadcast sites (abc/cbs/nbc/fox), won't play streaming video, on Opera. It will on other browsers, just not Opera. Same with several other sites, that just won't work, such as when trying to buy a product, or use other features. Not sure why Opera can't be on the same level as Firefox, Safari, or Chrome.

If you didn't know, Opera is based on Chromium and Chromium has been removing support for Flash gradually. Those links show that starting on Chromium 69, it will be more difficult to allow Flash on sites and you may need to do it on every restart of the browser.
