The cookies one - their setting will log you out of every site any time you restart the browser. Has its merits, but usually too much of an inconvenience. Same for passwords and autofill - you want the convenience or the security?
Speaking of, a lot of options mentioned on that page have little to do with security. Cookies, sure, but quic?
Protocol handlers... if you use Opera to view webmail then it may make sense to allow your webmail site to be set as a protocol handler. Other than that, they tend to be annoying and I'd agree on disabling them.

Yes it's a much more broader "guide". However it doesn't smell snake oil so much as many other "tweak guides". The writer clearly is somewhat more advanced in this topic than many other,
