Does anyone know what the latest version of Ubuntu 14.04 works for plug-in NPAPI (java)? And where can i download it?Thank you

Chromium (and all the browsers that are based on it, including opera) dropped support for npapi plugins on version 45, which came out on September of 2015. So, installing a version of opera that was released before that date, e.g. opera 30 or so, will possibly have npappi support.
But I would not suggest doing so, since it will lack any securtity patches from that date until today. Instead, use firefox for the sites that need java and make sure you have set "plugin.load_flash_only" to false on "about:config", so it allows java to be executed (as of version 52 and later, firefox only allows flash to be executed).

Except on Linux, where it was already removed in Chrome 35. There never was a version of Chromium-based Opera for Linux with NPAPI support.

That's why I also wrote about the parameter that needs to be changed in firefox's about:config, so that the browser can use all available plugins besides flash.@avi
I admit I did not know that. Thanks for sharing.
